If innovation means deploying powerful systems with little oversight, the Act will slow it. If innovation means building AI people can trust, regulation may help by setting clearer expectations and reducing public backlash after failures.
What implementation needs to get right
- Focus enforcement on serious risk rather than paperwork for its own sake.
- Use sandboxes and guidance so smaller companies can comply.
- Keep rules adaptable as AI systems change.
- Avoid creating a compliance moat that only large companies can afford.
The practical point
The EU AI Act will be judged by implementation. Done well, it can become infrastructure for trustworthy AI. Done badly, it can become a bureaucratic barrier that weakens the builders it should help guide.
